Headteachers are being urged to spy on shopkeepers near

keep a look out for what is going on in their area and to report any suspected
rogue trading to the council. Three Newcastle traders were taken to court last
year after being accused of selling fireworks to teenagers. 4.11.2003 http://icnewcastle.icnetwork.co.uk/0100news/thejournal/thejournal/page.cfm?objectid=13588210&method=full&siteid=50081

Police have seized an arsenal of highly dangerous fireworks being sold to
children on the black market. Officers discovered several hundred fireworks –

18,000 pounds of fireworks seized in N.Y.
Westhampton Beach, N.Y. A truck carrying nine tons (18,000
pounds) of explosives was impounded on Sunrise Highway in Copiague after a
specially trained police dog sniffed out the dangerous cargo. The truck was also
dangerously overweight; its cargo manifest said it was carrying paper goods.
Had the truck been in an accident, Suffolk Police
Commissioner said it would have exploded with the force of a 500-pound bomb,
levelling anything within 300 yards and causing damage up to a quarter-mile away.
To demonstrate how powerful 18,000 pounds of fireworks
could be, police exploded about 25 pounds of the sky rockets, roman candles and
other fireworks inside a car at the department's firearms range in Westhampton.

Illinois
Man Sentenced for Selling Illegal Fireworks
U.S.
District Court Judge Jeanne E. Scott sentenced 52-year-old Robert J. Carr, of
Springfield, Ill., to 21 months in federal prison, followed by two years of
supervised release, for illegally distributing explosive materials. Carr
manufactured and sold illegal fireworks, commonly known as M-80's, quarter
sticks, ping-pong balls, and other devices. Carr's business, Midwest Fireworks
and Display Inc., of Mason City, Ill., sold these illegal devices in several
states, including Illinois and Wisconsin.
"These
illegal explosives are small bombs", said CPSC Chairman Ann Brown. "They can
maim and even kill. We are gratified that by imposing these sentences, the court
has endorsed our strong stand against the manufacture and sale of these deadly
products." 7.9.2001

Fireworks
Sales Increase Despite Law
In
the State of Florida, any fireworks which are "prepared for the purpose of
producing a visible or audible effect by combustion, explosion, deflagration, or
detonation" are illegal. BUT: While the law carries a fine of up to$1,000
and a prison term of one year, if the purchaser of the explosive plans to use
the device to frighten birds, illuminate a railroad track, or facilitate a
quarry operation, then the sale of such explosives is permitted.
Many
curbside fireworks vendors sell explosives which are clearly illegal under the
law. However, if a customer signs a form stating his or her intent to use the
explosives to scare birds, lay railroad track, or dig a quarry, the sale can be
legally consummated. 2.7.2001

12 5.2001 http://www.welt.de/daten/2001/05/12/0512h1253206.htx?search=Feuerwerksk%F6rper+Unfall&searchHILI=1
Feuerwerkskörper in Deutschland illegal gelagert
